In this talk I will discuss measurements to confirm/refute the existence of the LHCb charm pentaquark state,  probe both the color Van der Waal forces among two color neutral hadrons, namely the  proton and quarkonium ($J/\psi$ or $\Upsilon$) and the origin of the proton mass. The key reaction is elastic production of heavy quarkonium off the proton in the  threshold region. This is possible when combining measurements in the energy range covered by two high luminosity facilities, Jefferson Lab 12 GeV and and the future electron ion collider (EIC). Threshold production measurements of $J/\psi$ will be carried out soon at Jefferson Lab in Hall C using spectrometers and in Hall A in the future using the SoLID detector. At an EIC $\Upsilon$ production at threshold should confirm the physics interpretation of the $J/psi$ measurements related to the origin of the proton mass and also enable the search of beauty pentaquark states.
