We will discuss a connection between the late time behavior of horizon fluctuations of quantum black holes and the dynamics of random matrices characteristic of quantum chaotic systems.   We will use the Sachdev-Ye-Kitaev model as a basic example, and discuss the analog of the Thouless energy in such systems.
